Worthing invites expressions of interest to invest in two key sites
Worthing Borough Council is to give organisations the chance to invest in prominent local sites, marking an important step towards new community-focused opportunities and future activities for the town. The programme will launch with two sites - a section of land at Brooklands Park and West Buildings Shelter on Worthing Promenade.

This follows the council listening to key stakeholders, businesses and organisations across the town centre who indicated the local authority should offer opportunities to develop council-owned land and assets to others for the benefit of its residents and visitors.
The council is seeking innovative, sustainable and community-enhancing proposals from organisations, businesses, social enterprises and partnerships interested in shaping and investing in the next chapter of these valued public spaces.
Brooklands Park is one of Worthing’s largest and most popular open spaces. The available site, located to the south west of the park, was formerly part of a golf pitch and putt course and offers potential for a range of leisure activities.
The council is particularly interested in ideas that compliment the park’s ongoing revitalisation, its thriving community cafe which opened in November 2023, and which will bring long-term benefits to residents, families and visitors.
Proposals may include nature-based initiatives, health and leisure projects, or creative uses that enhance Brooklands Park as a destination.
West Buildings Shelter is a landmark structure with scope for new, imaginative uses that celebrate Worthing’s picturesque coastline. The council will be welcoming proposals to regenerate the site, with potential options including cultural uses, community spaces or small-scale commercial ventures.
Plans for a restaurant at the site were previously presented to the council’s planning committee, but the developments failed to materialise. The outside of the shelter is currently utilised by Colonnade House, the council’s studio and gallery space run in partnership with Adur & Worthing Trust, to present art from local creatives.
It’s hoped the programme can present opportunities to diversify Worthing’s activity and leisure offerings, support the local economy and activate unused or underused assets for the benefit of the town’s public spaces.
Councillor Rita Garner, Worthing’s cabinet member for regeneration, said: “Brooklands Park and the West Buildings Shelter are important landmarks with great potential to offer more to our residents and visitors.
“By opening these sites up for expressions of interest, we’re inviting organisations to bring forward investment propositions that will make Worthing an even more attractive and thriving place for the benefit of all.”
The expression of interest processes for Brooklands Park and West Buildings Shelter are expected to launch in the next few months, with potentially more sites to follow in 2026.
