Paul Brewer confirmed as new chief executive of Adur & Worthing Councils
Since July 2025, Mr Brewer has been serving as interim chief executive of the councils, following the departure of Dr Catherine Howe to take on the same role at Dorset Council.On Thursday night, his appointment as chief executive and head of the paid service was ratified at Adur District Council’s full council meeting. Worthing Borough Council’s full council ratified the appointment at its meeting on Tuesday October 21.

Mr Brewer said: “It’s a huge privilege to become chief executive of Adur & Worthing Councils at such a vital time. Speaking with staff and members from across the organisation, there is such passion and dedication for doing the very best possible for our communities.
“I look forward to working with our staff, elected members and our many partners to keep delivering for our places, while also ensuring a positive transition into the new unitary and mayoral authority arrangements, where we will make the most of new opportunities for the people of Adur and Worthing.”
Councillor Jeremy Gardner, the leader of Adur District Council, said: “I’m delighted that Paul has been appointed chief executive. When this role was advertised we received applications from across the South East and beyond, from well-qualified individuals attracted to working here.
“Paul has the skills and approach we need to work with our community, partners and, of course, our staff, to ensure we continue to deliver for our residents at this time of change.”
Councillor Sophie Cox, the leader of Worthing Borough Council, said: “I’ve worked closely with Paul over the last couple of years, first in my previous role as a cabinet member and now as council leader, and I’m so pleased that he is to be our new chief executive.
“I look forward to working with him to deliver on our priorities for our residents over the next few years, as we transition to a new council under local government reorganisation.”
Mr Brewer was recommended for appointment by the councils’ Joint Senior Staff Committee - a cross-party panel of senior councillors from Adur and Worthing - after an extensive interview process.
Mr Brewer joined Adur & Worthing Councils as a director in 2014 and has spent over 20 years working in local government. He brings a wealth of experience in digital innovation, sustainability and partnership working, and has led major changes to modernise services, strengthen the councils’ finances and help communities thrive.
